Thoughts about Medicaid LTC lookback period to 20 years

Just saw this wild proposal about Medicaid for long term care. This guy, Stephen Moses, who is the president of the Center for Long Term Care Reform, is saying the whole system is a mess.

His main points are about make the rules for qualifying way simpler and the same no matter what state you're in and close loopholes so it's tougher for people to hide their money.

So he's pushing for a few big changes, but the craziest one is extending the lookback period from 5 years to a whopping 20 years!

What's everyone's take on this? That 20 year rule sounds pretty nuts, but he's got some points about the system being broken. Thoughts?
 
Yeah, that 20-year lookback is intense. The guy behind it wants fewer people using Medicaid and more paying on their own.

Simplifying rules across states makes sense, but stretching the lookback might make it tougher for regular families to qualify.
 
Extending the lookback to 20 years is outrageous, it punishes middle-class families for planning ahead and assumes everyone's trying to game the system. Fixing Medicaid shouldn't come at the cost of fairness or basic financial autonomy
 
Simplifying and standardizing rules makes sense though, the patchwork now just confuses everyone, honest, the system could use a shake up, but stretching the lookback that far might end up hurting individuals who planned ahead legally
